NAAC Now Wants Ports Authority Department Probed

The Institution for the promotion of Good Governance has unearthed an alleged corruption cycle at the Kenya Ports Authority Electrical Department involving the departments’s management and suppliers. According to the findings of the National Action Against Corruption (NAAC), the massive corruption at the state owned agency department is on the verge of crippling operations at the parastatal.

The KPA’s Electrical Department headed by Eng. Amuti Mathews has allegedly been minting millions of shillings from desperate suppliers in the form of kick backs, pre bid bribes and by use of proxy companies and individuals.

NAAC-Director Dr. Gordwins Agutu through intelligence has established that the massive graft loot at the port is siphoned through the bank accounts of;

  2. OLLREGY INVESTMENT A/C NO.20355352552 BARCLAYS BANK (NOW ABSA) MOMBASA BRANCH.
  3. JOMAKI ENTERPRISES LTD A/C NO.0121001000010 CREDIT BANK LTD MOMBASA BRANCH.
  4. AMUTI MATHEWS HEAD OF ELECTRICALS KPA A/C NO. 0374500693 BARCLAYS BANK (NOW ABSA) MOMBASA BRANCH

 

In a letter dated 26th May 2020, NAAC-Director Gordwins Agutu wrote to the Ethics and Anti Corruption Commission (EACC) Director of Field Services Mr. Jackson Mue requesting the ethics and anti corruption agency to conduct investigations into the allegations pitting bank transactions as supporting evidence into the alleged graft.

Dr. Agutu in his submission, sought investigation of transactions in the said accounts to establish why suppliers were subjected to double pay or to commit their payments through cartels. Suppliers whou sought anonymity have also accused  Eng.Mathews Amuti of mistreatment and subjecting them to paying bribes in order to be considered or approved as a supplier for the department.

According to investigations conducted by NAAC the Electrical Department has operated with impunity with its selective award of contracts to suppliers; abandoning the biennial structure of existing listed suppliers to a more opaque process.

KPA needs the intervention of His Excellency the President Uhuru Kenyatta to streamline the operations and the immediate arrest of Eng. Amuti and his cartels.

he added.

NAAC –The Network Action Against Corruption is a public body created by the enactment of Anti-Corruption and Economic Crimes Act in 2003 by Parliament. The NAAC became fully operational in 2019 and collaborates with the Agencies, National Investigation Bureaus’, EACC, DCI and DPP and Units working on corruption related issues. NAAC is responsible for Investigations and preventing Corruption, economic Crimes and educating the public on the dangers of corruption.

NAAC does not have prosecution powers but collaborates with relevant agencies to facilitate investigations and prosecution.

Kenya Ports Authority (KPA) is not new to controversy as its top managers have made news in the recent past in connection with corrupt dealings. No one has however been prosecuted for the alleged corrupt dealings at the port for ‘lack of evidence’.
