Revolving Fund Dispute Takes Center Stage at Gusii Queens Mombasa Launch

The issue of delayed revolving funds dominated discussions during the launch of the Gusii Queens Mombasa Chapter, held at Khadija Secondary School in Kisauni Constituency. The event, organized by Milka Areba — nominated MCA and the organization’s patron — turned into a platform for leaders to critique the Mombasa County government over alleged inefficiencies in the disbursement of funds intended for public benefit.

Mombasa County Assembly Speaker Aharub Khatri led the criticism, accusing the county executive of politicizing the revolving fund program at the expense of the electorate. Khatri directly challenged County Executive Committee Member for Youth and Sports, Kenneth Muigai, urging him to “get his facts right” rather than blaming the assembly for the funding delays.

“The revolving fund has existed for years. Changing its name should not be an excuse for denying residents access to economic empowerment,”

Khatri said, calling out what he described as a misinformation campaign surrounding a non-existent bill pending in the county assembly.

The speaker also dismissed claims that a proposed bill on the revolving fund has stalled in the assembly, asserting there has been no such bill presented for discussion over the past three years.

Joining the chorus of concern, Mombasa Woman Representative Zamzam Mohamed urged the county government to expedite the fund’s disbursement process. Drawing comparisons to former Governor Hassan Joho’s administration, Mohamed lamented the lack of progress under current leadership.

“During Joho’s term, there was visible activity in fund disbursement. But now, three years into this administration, there’s little to show,”

she said.

Jomvu MP Badi Twalib was also in attendance at the launch, which doubled as a fundraising drive. The event raised KSh 3 million in support of the community-based organization.

As debate over the stalled revolving fund continues, pressure is mounting on Mombasa’s executive to provide clarity and action on a program seen as vital to grassroots economic empowerment.
